TOTE mobilises US shipyards for Navy landing ship program

TOTE Services has initiated a comprehensive mobilization effort for the U.S. Navy's $2.2 billion Medium Landing Ship (LSM) program. The company is assembling a nationwide network involving more than 30 shipbuilders, equipment manufacturers and defense contractors to support the construction of up to eight vessels. This initiative was kickstarted through an Industry Day in Washington, drawing participants from over a dozen states.

Industry mobilization and supply chain coordination

At the event, TOTE Services provided detailed briefings on the program's schedule, technical requirements, and subcontracting opportunities. The company's President, Jeff Dixon, emphasized the importance of integrating suppliers as critical execution partners rather than mere vendors. "Delivering the Medium Landing Ship program for the Navy and Marine Corps relies on a resilient, high-performing industrial base," he stated.

Participants included major shipyards such as Bollinger Shipyards, Eastern Shipbuilding Group, Fincantieri Marinette Marine, and Hanwha Philly Shipyard. Other attendees represented critical suppliers like Leidos Gibbs & Cox, Kiewit Offshore, and L3Harris. The Industry Day aims to lay the groundwork for a nationwide supply chain that can support multi-yard construction while maintaining standardized vessel configurations.

Standardization and cost control

The LSM program requires a robust industrial base capable of delivering mission-ready vessels with lifecycle logistics in place. TOTE Services is adopting a Vessel Construction Manager (VCM) model, which allows the company to manage shipyard subcontracts and coordinate suppliers under one management structure. This approach aims to accelerate delivery and strengthen cost and schedule discipline.
