Founded through the merger of offices in Hamburg, Cuxhaven, and Tönning, WSA Elbe-Nordsee operates from three locations: Cuxhaven, Hamburg, and Tönning. The organization manages the Eider Spillway, a structure with five 40-meter openings built between 1967 and 1973 to protect against storm surges and ensure shipping on the Eider Canal.
