Black Sea Shipping Company, also known as the Stockholders' Black Sea Shipping Concern "BLASCO", is the oldest commercial shipping company and began its history in 1833 with the Emperor Nicholas I's decree. The company was further developed in 1964 as part of the Neo-Russian Shipping Company to strengthen the transport of goods, including military, to Vietnam. In 1989, the company established its first foreign representatives in countries such as Vietnam, Singapore, and the United States. In the early 1990s, Black Sea Shipping Company was the second-largest shipping company in the world after Europe. In 1993, the company was restructured into the Concern BLASCO, but this restructuring was prevented by the Parliament. The Concern under Pavel Kudynkin operated until 1994 when it was prosecuted for violating economic and financial laws.
